In my case it does not, because my computer is second-hand and I have been unable to alter the System Administrator Profile without knowing the original password. There is an easier way to reclaim the recycle bin, especially for people in my situation: Click the Start button. Click the user icon on the top right corner. When the pop-up menu appears, click the double arrows (<<) on the address search bar. This gives you options for other directories to back into. The recycling bin will be there!! Select recycling bin. On the address search bar of the recycling bin pop-up there is a small icon of the recycling bin. Drag it to the desktop!!
