If you unexpectedly or accidentally deleted recycle bin from windows vista powered PC desktop, (Mostly recycle bin unexpectedly deleted while empty your recycle bin. Many users clicked Delete instead of Empty recycle bin ) Don’t Panic any more. You did not deleted your recycle bin permanently from windows vista. Just follow the simple steps to restore it again to Windows vista desktop again.
Step – 1:
Simply Right Click on desktop and select personalize. Once you did that, you will be redirected to Control Panel > Personalization Window. Here select Change desktop icons as we shown below screenshot.

Select Personalize
Other wise you can manually navigate via Start > Control panel using windows vista start menu and select Personalization.

Then enable the recycle bin check box click apply and ok. Now your recycle bin restored successfully to your desktop access it again.

This only works if the built-in system administrator allows it. In my case it does not, because my computer is second-hand and I have been unable to alter the System Administrator Profile without knowing the original password.
There is an easier way to reclaim the recycle bin, especially for people in my situation:
Click the Start button.
Click the user icon on the top right corner.
When the pop-up menu appears, click the double arrows (<<) on the address search bar. This gives you options for other directories to back into. The recycling bin will be there!!
Select recycling bin.
On the address search bar of the recycling bin pop-up there is a small icon of the recycling bin. Drag it to the desktop!!
Close the pop-up and you are ready to go!
