In case, if the offer asked by you is not accepted then you can ask for the counter offer. If still the seller is not accepting the offer then you can say some problem that has noticed from the car. We can also set a second offer that should minus the cost of fixing any problem with the car from the counter offer and continue till it reaches for an agreement.

When the seller agreed then we can pay through check or with direct money. The main thing to be done is to ask the seller to sign the transfer of ownership and provided to you. As per the federal law, the seller has to provide two documents that is title certificate of the vehicle and the statement showing the car mileage.
